It took two years for the French rule of law in to take action against the Shtandart scandal, which violates EU sanctions because of the power of Russian networks of influence. We owe this to the Spanish example, to a small handful of professional journalists and to a call to order from the European Council. Thanks to them, 2024 will have been the year of 14 great victories.

France: what to do with the Russian Vladimir Martus and his ship the ‘Shtandart’?

The Russian ship ‘Shtandart’ is continuing its campaign against EU sanctions by demanding a new port of call in Finistère, Brittany. Vladimir Martus is resorting to his usual harassment and humanitarian blackmail. Here is the action plan we are proposing to the Maritime Prefect, Commander-in-Chief for the Atlantic, and the Prefect of Finistère to put a definitive end to the mission of interference and destabilisation, of which he is the hero for the Kremlin’s propaganda agencies, thanks to his challenging of the French and European authorities.

On June 24, 2024, the European Council explicitly confirmed that “replicas of historic ships” fell within the scope of port sanctions. The aim was to put an end to the misleading rewriting of EU regulations by the Russian Shtandart influence network operating within the French state apparatus. In some « départements, the clarification » has been taken into account. On the other hand, the sanctions fraud continues in La Rochelle, with the complicity of Brice Blondel, Prefect of Charente-Maritime. The stopover on August 5 and 6 bears witness to this.

The No Shtandart In Europe collective is calling on the European Commission to crash the fraud perpetrated in the interest of the Russian vessel Shtandart by Didier Lallement, Secrétaire général de la mer (Secretary General for the Sea).

Shtandart, what should Ukraine do against Shoigu and Putin’s ambassador ship occupying French ports? 

I recommend that the Ukrainian government get in touch with the French government to obtain the irrevocable expulsion, as soon as possible, of Shtandat, the ambassador ship of Putin and Choigou. Failing that, I suggest that France’s reneging on its signature should be publicised as widely as possible. In addition, I recommend that the « Shtandart » vessel be considered a legitimate target by the Ukrainian armed forces when transiting international waters.

After a summer 2023 of lucrative commercial performances at various French maritime festivals, the Russian ship « Shtandart » is back in La Rochelle, the epicentre of an astonishing Franco-Russian collaboration. Indeed, it was in this port that was built the remarkable scenario justifying the circumvention of European sanctions imposed following the Russian massacres in Bucha.

The Russian ship « Shtandart » case: reminder letter to French Prime Minister,

At the beginning of July 2022, Oleh Sentsov and Roman Sushchenko, together with about thirty Ukrainian associations of France, wrote to the Prime Minister of France asking her to put an end to the violation of sanctions by the Russian ship  » Shtandart ». As of December 19, 2022, no response has been received. And no measures have been taken to put an end to this illegal situation under European law. As a result, #NoShtandartInEurope sent a reminder letter to the Head of Government, Ms Élisabeth Borne, informing her that the Shtandart scandal has been exposed to the Presidency of the French Republic.

Russian frigate « Shtandart » – Letter to the French president

Letter addressed to Mr. Emmanuel Macron, President of the French Republic, asking him for the effective application of the fifth package of sanctions and for, consequently, the expulsion of the Russian ship « Shtandart » from French ports. It is, moreover, proposed to share, with the State agencies, the findings evidenced by #NoShtandartInEurope regarding the ramifications of the pro-Russian influence network exercising its hold on the city of La Rochelle.

Shtandart’s 2021 mission under the auspices of the President of Russia

According to a well shared and used narrative, Shandart frigate is said to be an anti-Putin ship and her captain, is granted the status of a visceral Putin opponents for years, at least since 2009. Shtandart also claims to not receive any public funding from Russian state. It did not prevent Shtandart vessel to perform an official Russian assignment under the auspice of the Russian president as late as 2021 as evidenced by a Greek publication.
