Mr. President of Brittany Region,
Mr. Prefect of Brittany Region,
We solemnly urge you to enforce the fifth round of sanctions taken, on April 8, 2022. It was unanimously decided by the European states following the Russian massacres in Butcha. It prohibits any Russian vessel from entering the ports of the Union.
We are outraged by the toxic occupation of our region by the Shtandart vessel, a private Russian yacht and a passenger transport ship. This outlaw tarnishes, today, our Brittany and the cause of maritime heritage by the impunity and the privileges it enjoys, as well as by the moral corruption and the social disorders it encourages.
For promoting his business, Vladimir Martus, its captain-owner, instrumentalizes Ukrainian humanitarian aid for his self profit, uses Russian abominations in Ukraine for his own marketing, dares to call himself a refugee, usurps the status of opponent to Putin and abuses the victim inversion. In the convenient ease of his personal 34-meter yacht and his official receptions, Martus has the cynicism to pretend suffering from Putin in the same way as Ukrainians. Though, the latter lost everything and their family members are mobilized, kidnapped, imprisoned, deported, raped, tortured, murdered, by his compatriots.
At the same time, he maintains close ties with the circles of Russian power, defames the true friends of Ukraine, promotes a pan-Russian ideology and relies on a pro-Putin and Ukrainophobe French-Russian network. He has accomplices even within the French govermental spheres, as shown by his fraud to sanctions endorsed by the customs authorities. Tomorrow, we will all bear the shame of this collaboration!
We ask that Brittany be inspired by the towns of Lorient, Sète and Bordeaux. Spanish Galicia also showed us the way, while excluding the Shtandart vessel from the Vigo festival and forbidding it from calling at A Coruña. Under Article 3ea of EU Regulation No. 833/2014, this Russian vessel must indeed be banned from Concarneau, Gulf of Morbihan, Brest, Camaret, Paimpol, Saint-Brieuc, etc. The « Gwenn ha Du » is not a flag of convenience, that a ship ambassador of a state recognized as a sponsor of world terrorism can defile with impunity!
